Planning

The Parish Council have a Planning Sub-Committee which meets as and when required to discuss planning applications.  The Parish Council can only make recommendations to the District Council as to whether an application should be approved or refused, the final decision is made by the District Council.

Applications received in January/February 2008

2008/0108     8 Dell Close, Newton Flotman - revised application from 3 bedroom dwelling
                    to four bedroom dwelling.
                    Parish Council recommend refusal for following reasons:

                    Whilst Parish Council has no objection to the removal of the leylandii hedge,
                     its view regarding why this application should be rejected remain:

                    1) Still much concern about drainage issues which will be further
                        compounded by increasing size of property.

                    2) Plans are still inaccurate and misleading (see letter from resident
                        at 6 Dell Close).

                    3) Off road parking inadequate.  Larger dwelling will most likely mean larger
                         family and likelihood of more than one car.

                    4) Site will be cramped and not in keeping with the existing layout of the
                        estate.

                    5) Planning Condition concerning first floor windows being of obscure glass
                        should remain as condition of revised application

                    6) Due to ongoin concerns about misleading plans, Parish Council strongly
                        suggests someone from Planning Dept shoud personally visit site.

2008/0838     14 Dell Close, Newton Flotman - extension to front of existing dwelling
                     Approved SNC

2008/0914     1 Clabburn Close, Newton Flotman - proposed extension and alterations to
                     dwelling.
                     Approved SNC

Applications received in July 2008

2008/1201     35 St Mary's Close, Newton Flotman - proposed single storey rear extension
                    Approved SNC

2008/1300    9 Church Road, Newton Flotman - demolition of existing conservatory and
                   construction of single storey extension to rear of property.
                   Approved SNC

2008/1382    Woodside, Flordon Road, Newton Flotman - Single storey extension to
                    replace existing flat roof garden room.
                    Approval recommended

2008/1451     38 Olive Avenue - Demolition of existing house and garage.  Provide 9 No.
                    new dwellings with parking and site works
                    Refusal recommended for the following reasons:

              1.         Concern about stability of site as it is part of old chalk workings.  Also concern about 
                          stability of land to neighbouring properties.
              2.         Density of housing too high for proposed site and concern about lack of amenities for
                          children living in
Olive Avenue
             
3.         Concern about surface water/sewer drainage – further properties will further 
                          exacerbate problems currently experienced.
             
4.         Current speed limit of 30mph too high for Olive Avenue if further properties were built. 

                          It was agreed that a Revised Application containing the following conditions would be
                          deemed more acceptable:

          1.             Ensure engineering checks are carried out to ensure stability of site in question + those
                          of neighbouring properties.
         
2.             Reduce the number of dwelling proposed to include a recreational/play area.
         
3.             Seek assurance from Anglian Water/Developer that further dwellings will not cause
                          further problems to drainage system.
         
4.             Reduce speed limit of Olive Avenue to 20mph
         
5.             Due to impact building works will have on residents of Olive Avenue, the Parish Council
                          requests that some form of working practice limitations are placed on Developer with
                          regard to use of heavy plant to ensure minimum disruption to family life.
         
6.             Residents report site is possibly inhabited by Slow Worms which are protected under the
                           Wildlife and Countryside Act 1981 from being killed or injured.  Survey of site needs to be
                           carried out.
